He has extensive experience on innovative Affordable Housing and Community Development including managing and teaching large HUD low income housing programs nationally across the USA and internationally.

He advises community groups and stakeholders on strategic planning, goal setting, compliance for community and affordable housing issues. David Hoicka has served with neighborhood groups on community boards for affordable housing and community development.
